Try not to do either. If an image doesn't fit as the original PNG, convert to JPG. Yes, there will be a slight loss of quality, but not too bad. If the original is a JPG, don't convert it to PNG. The image doesn't look any better, the file's bigger, and, to compensate for the 2MB limit, you must resize. The Ranger: Guardian Signs box art and the Ecruteak City landscape were both subjected to this. Do what I did for [[:File:HGSS Johto.jpg]] and delete the PNG, with changing any PNG link to JPG.
