For the former, as I explained, the differences are without a doubt due to image artificacts. These occur due to a variety of reasons, most often from lossy compression formats, but can also occur when converting an image file from one format to another. In terms of ivysaur, i'm sure it has to do with the page being printed vs. the digital display on the site. Printing mediums use a color system called CYMK, which uses cyan, yellow magenta, and black for colors, whereas screens display colors using red, green, and blue lights.
