Pokémon art only gets deleted if there's already another image that's the same in existence. The gif that you wanted to delete (the Entei one) does not currently have a duplicate. Regardless of what Pokémon art it is, if it's been used as game or anime art, then it's kept. After all, this is an archive. We don't delete the RG Sugimori art of Bulbasaur for instance.
