:You haven't done anything wrong. As a spam prevention measure, we've had to restrict page creation to autoconfirmed users. Unfortunately, that restricts new uploads to autoconfirmed users as well. To become autoconfirmed, all you need to do is help out the Archives in other ways, such as making upload requests, fixing categories, and things to that extent. :For the most part, accidental upload duplication really doesn't need to be deleted. If you're getting 503s though, give the server some time to rest before trying to upload anything.
