The Pokemon wiki allowed me to upload images even though i was new there. So, it was uploaded by me. ::::Converting it wasn't the problem, jpgs in general are lower quality and have artifacts (as this one does). I was able to get a clean image regardless and uploaded it. Compare what I uploaded to the jpg (might need to zoom in) and you will see what I mean. Thanks for your help.
