:URL uploading is restricted to members of staff, as a theft prevention measure, and the option to upload from a URL shouldn't even appear for non-staff users. Creation of new files/pages is restricted to established members, as a spam prevention measure. New users to the Archives will need to volunteer some time toward maintenance-style editing, such as adding missing categories or clarifying image summaries, before they will be able to upload new files. If you feel your images need to be uploaded ASAP, however, you can send an upload request to any member of the {{ar|staff}}. ::Ugh, tedium. Fine. I think someone should make that clear in the FAQ, though (maybe include the error message as well, so that users might even find that page by searching). The only restrictions mentioned in the FAQ are for uploading "over" a file. It'd be awesome if new users weren't left in the dark about this, short of asking a staff member.
